The point is to let students have a feel of individuality and style while still maintaining conservativeness and the ability to focus on studies.

There are only restrictions for bottoms for the safety of students (no hot pants and short skirts). Yes, they may be pretty to wear when going out but I don't think you want Almond or Fish to hit on you.. i'm sure you get my point ;) so don't come in them. There is no restriction for shoes. (I did away with the colour policy because it doesn't really solve anything)

I understand that students will still complain, but this problem is considerably reduced (I am pretty confident that when you compare our state now - with uniforms, to when a dress code is implemented, there will be considerably less complaints).

There is no solution to everything, but the best solution is the one that does what it's supposed to do, and is supposed to solve the widest range of problems.

As of yet, the claims of some of the problems uniforms are supposed to solve have not been proven to work 100%.

Phones only allowed in Foyer rule
I personally think this is quite an okay rule (for people who use their phones illegally during class), but if you're calling for a valid reason, I believe teachers will allow you to call your parents\other VIPs in class.
