Even if there were a dress code, spotchecks would still be needed to check whether students are adhering to the dress code.

Good point stalker.

To prevent this, this rule can be enforced: clothes worn to school must be in neutral colours.

This way, if anyone is wearing wrong colours, it'll be obvious to teachers on stage when all girls are lined up in the hall. Even if the neutral colour rule isn't in use, if students are wearing skin-baring and extremely short skirts, they will be easily spotted because skin colour against white, brown, dark olive etc., or black clothes is easy to spot.

This way, teachers do not need to painstakingly go down the rows checking everyone's clothing. They can just be called up to the stage and due punishment can be given.
