Dress code, anyone?

I just had this sudden thought.
If we had a strict dress code in schools rather than school uniforms, would it both please parents, teachers, and pupils?
For example, they could only allow short- and long-sleeved shirts and pants\jeans\skirts just above the knee (to prevent skimpiness). Of course, not flaired pleated skirts like ours because when they're long, they look stupid and unshapely. I'm talking more pencil skirts.
It would allow us to have the best of both worlds: freedom of expression, and still some level of concentration towards studies.
Do you notice that the DMs always go on about attire? What I think is they should shift focus more to studies and behaviour than to attire. They spend (waste) alot of time conducting spot checks and the like, when the time can be used to conduct lessons. Another thing is, if students were allowed to wear their own clothes, we won't need to try to make it look good (i.e. the school uniform was ugly to some, thus they untucked shirt alot, folded skirt). You picked out the outfit, so you know it already looks good. That's how it can look neat, smart, AND good at the same time.
If the school really wants a form of identity, we could always have school badges and pin them onto our home shirts. Even school badges and nametags wouldn't look too bad if they were in neutral colours i.e. white, to match whatever we wear.
The strict dress code mentioned above is conservative enough to not attract rapists and chikopeks, yet it allows for enough freedom to express your individuality.
For those arguing about skirt lengths, well nothing above mid-thigh. Yes, short skirts are stylish, but you don't have to be stylish when you go to a place to learn while maintaining the freedom to choose your wardrobe. (Yes, learn, not attract males)
Made this point before but i'll say it again. These shirts\bottoms you wear to school, can also be used at home and when out and about. However, school uniforms can only be used in school.
